The Project

BMI Redland has played a vital role in the rejuvenation of the Fraser Avenue Public Sector Regeneration Project in Inverkeithing, Fife. This social housing development occupies the site of a demolished estate of three-storey, common-access flats, originally built in 1956 – and ranked in the top 15% of the most deprived areas in Scotland. 

As part of a five-year regeneration development, funded through the RSL Development branch of the Scottish Government, Fife Council decided to demolish the old flats and transfer the land to Kingdom Housing Association – chosen as the project's developing partner – to construct, own, and manage the new housing. Campion Homes was then chosen as Kingdom Housing’s design and construction partner. 


The project’s second phase has now been completed, with the existing estate demolished in 2017. Phase 1 of the regeneration delivered 53 energy-efficient affordable homes for social rent at a cost of £7.9 million. Having provided essential support during Phase 1, BMI Redland was brought on as a full partner for Phase 2, during which a further 61 homes were built, with a budget of £8.8 million provided by the Scottish Government.

The roofs would prove to be a uniquely challenging part of the build process. Long and shallow pitched roofs, they provided a difficult set of angles to work with. The desire to retain the aesthetic of the houses that had stood before certainly made the build more complex, while the non-standard lengths, and shallow pitch with long rafter length, made the distance for water to travel much further.

In addition to the complex shape of the roof, some unforeseen challenges became apparent throughout this project. On one hand, the supply chain proved to be a challenging undertaking during the height of the COVID-19 pandemic, with many industries across the construction sector heavily impacted.

The strict COVID-19 guidelines of the Scottish Government further added to the complexity of delivering the Fraser Avenue redevelopment on time, and the timeline of the project was affected to an extent – with the roofing part of the project initiated around September 2020 and completed in March 2021, the roofers worked through several lockdowns.

The Redland SpecMaster service offered a design and specification brief as well as a response to the project's complicated demands, which were discovered during the surveys that Redland's Technical Specification Manager and team undertook at the beginning of the project. The specification could then be used as a guide throughout the project, making sure that the roof being constructed was adhering to it.

BMI Redland’s Grovebury tiles in Breckland Brown and Charcoal Grey were chosen due to the aesthetic wishes of the local council and the contractor. These tiles blended with the surrounding Fraser Avenue Community and resembled the look of the buildings that had stood previously. The client also requested the use of a concrete overhang and finish to stay in keeping with the surrounding area, which required a tile that could accommodate this and additionally required extra care during the gauging and spacing of the tiles.

Stuart Niven & Sons Roofing Contractors ensured that the guidelines of the Redland SpecMaster specification were adhered to throughout the entire project, which would avoid the potential for future leaks. The individual tiles were laid precisely and with minimal overlap, which would fulfil the aesthetic requirements and allow for the specially requested concrete overhang. The detailed specification and careful project management ensured that the low-pitched roofs will protect against the Scottish weather for years to come.

The Impact

The completion of Phase 2 provided 61 sustainable homes that meet enhanced environmental standards. Moreover, the re-development has revitalised the sense of community amongst the residents of Fraser Avenue, many of whom have already moved into their new homes – and, with Phase 2 of the project now completed, Kingdom Housing Association is looking to begin Phase 3 early next year, which aims to develop Fraser Avenue further by adding more homes. 

This project shows what can be achieved when all parties collaborate effectively. Beyond this, it is also solid evidence of the impact of the competency and confidence delivered by the BMI Redland team, with a full system solution backed by SpecMaster certainty, helping to guide, facilitate and protect vital regeneration projects like Fraser Avenue.

A double pantile shape is quicker and easier to lay than a single pantile design. However, Grovebury concrete interlocking tiles still retain the traditional, gentle flowing lines of a classic pantile to blend easily and harmoniously into any environment.
